What is Policy Governance?
Developed by an American psychologist Dr John Carver, Policy Governance is a system for governing boards of all types and sizes. It was developed 25 years ago and has stood the test of time being largely unchanged despite being ‘road tested’ by thousands of organisations worldwide.
It enables the board to focus on the larger issues, to delegate with clarity, to control management’s job without meddling, to rigorously evaluate the accomplishment of the organization; to truly lead its organization. The clarity of roles from adopting this approach assists with long-term vision as board members focus on strategic leadership rather than administrative detail. It helps communication between board and management, and it empowers the jobs of individual executive, while also providing leadership and reducing non-board related activities. Individuals are equipped with insight and with practical information into the direction and roles, with a proven model to guide decision-making. The board works strategically, with the ability to work proactively by setting agendas in advance, while having monitoring in place for the GM/CEO to get on and do their job.
In New Zealand over 100 organisations use Policy Governance principles and it is recognised by key Government funding agencies such as SPARC, Ministry of Health, Creative NZ.
